Majority Non-Decay (Cascading)

If a blocked entity owns $\ge 50\%$ of an intermediate entity, the intermediate is 100% blocked. Any downstream entity owned $\ge 50\%$ by that intermediate is also blocked. Blocked status does not dilute through majority tiers.
