B. OPERABLE
  • Skip to Main Content: Every page incorporates a top-level bypass link allowing keyboard and screen-reader users to skip repetitive header navigation directly to `#main-content`.
  • Full Keyboard Traversal: Every interactive element—including modal dialogs, sliding drawers, and screening scopes—is fully focusable and operable via standard Tab, Shift+Tab, Enter, and Space keys.
  • No Keyboard Traps: Modal dialogs trap focus inside when open and cleanly restore focus to the triggering element upon close (WCAG 2.1.2).
  • Touch & Click Target Size: Interactive targets meet WCAG 2.2 Criterion 2.5.8 (minimum 24x24px, with primary CTAs exceeding 44x44px).

  • Deterministic Navigation: Navigation patterns and menu hierarchies remain identical across all 24 production pages.
  • Form Labels & Helper Text: Every form input features explicit labels or `aria-label` attributes, real-time validation error alerts, and context instructions.
  • Predictable Focus: Focusing on any input or control never triggers unexpected submission, page redirects, or context changes (WCAG 3.2.1 / 3.2.2).
  • Regulatory Citations: Statutory terms (e.g. OFAC FAQ 401, EAR § 744.21, ITAR § 126.1) are accompanied by plain-English summaries.
D. ROBUST
  • WAI-ARIA 1.2 Architecture: Dynamic calculations (OFAC percentage computation, ECCN exception resolution) use `aria-live="polite"` regions so assistive tools announce state changes without interrupting user workflow.
