Why 50% Entities Are Not Listed
The U.S. Department of the Treasury explicitly does not maintain a comprehensive list of entities owned 50% or more by sanctioned persons. Exporters, freight forwarders, and financial institutions bear strict liability under the International Emergency Economic Powers Act (IEEPA) to independently determine constructive ownership.
The Multi-Owner Aggregation Rule

If Sanctioned Person A owns 25% and Sanctioned Person B owns 25% of Company C, Company C is 100% blocked as a matter of law—even though neither individual holds a majority stake.
